Only If your PS4 Pro is not turning on at all with no light indicators showing at the front of the console and no beep sound is being produced by the console.

The issue is caused by a malfunctioning power supply unit located inside the unit. In most cases the PSU gets damaged during a power surge and other times it fails without any particular reason.
